Utility owner spending millions against ballot measure

A utility's parent company is spending millions of dollars on an effort to keep a clean energy measure of off the Arizona ballot.

New campaign fillings show Arizona Public Service Co.'s parent company Pinnacle West spent nearly $6 million on a signature-gathering firm in the past few months.
    
The Arizona Republic reports the firm doesn't appear to be collecting signatures to place a ballot on the measure.
    
The group's spokesman Matthew Benson says he can't disclose the campaign's strategy, but says the funding is being used to defeat the ballot measure.
    
The ballot measure seeks to dramatically increase the state's requirements for renewable energy.
    
The Arizona utility has said the measure could increase utility costs in the state. Proponents of the measure dispute that.
