Starting next month, tobacco users in Douglas will have to be age 21 or over.
The Douglas City Council passed a measure Wednesday to ban tobacco sales or use for those age 20 or under.
Violators will be considered civil offenders and face charges in the manner of traffic court.
The law will go into effect Aug. 11.
