The interim complaint obtained by KGUN for the 16-year-old driver of the Dodge Charger mirrored the complaint for Randall, adding that the driver's "excessive speeding demonstrated an extreme indifference for human life, as is confirmed by the death of an innocent 3-year-old girl."

UPDATE (12:27 p.m., April 13):

Tucson Police have located and arrested a second person, the 16-year-old driver of a Dodge Charger, in connection with the crash that killed a 3-year-old girl Friday.

According to a news release from TPD, the driver was allegedly driving at excessive speeds, in the same place and at the same time as Christian Isaiah Randall, when Randall struck a Camry, killing the 3-year-old and seriously injuring her mother.

The interim complaint for Randall said that he was racing another vehicle at the time of the crash.

Tucson Police located the Charger at a home, in the garage. Detectives determined through interviews that the 16-year-old was driving the Charger.

The driver was arrested on suspicion of second-degree murder, two counts of endangerment and two counts of aggravated assault, same as Randall. He was booked into the Pima County Juvenile Detention Center.

The investigation is ongoing.

UPDATE (9:19 a.m., April 13):

A 22-year-old man was arrested over the weekend in connection with a crash that killed a 3-year-old girl on Friday.

Christian Isaiah Randall was arrested on suspicion of second-degree murder, two counts of endangerment and two counts of aggravated assault.

According to a news release from Tucson Police, officers responded to the crash at East Valencia Road and South Country Club at about 1 p.m. involving a Toyota Camry and a Hyundai Genesis.

The passengers in the backseat of the Camry, an adult woman and a 3-year-old girl, were transported to the hospital with serious injuries.

The girl died at the hospital.

The driver of the Genesis, identified in the news release as Randall, was transported to the hospital with minor injuries.

Detectives determined that the Genesis and another car were driving above the posted speed limit on Eastbound Valencia Road when the Genesis struck the Camry, which was attempting to turn left onto Country Club from westbound Valencia.

The interim complaint for Randall stated that Randall was racing the other car.

It said the Camry was cut in half from the crash.

The adult woman was the 3-year-old's mother, the complaint said. The woman was also 33-weeks pregnant.

According to the complaint, witnesses said the Genesis was racing what look liked a Dodge Charger. TPD is currently looking for the other car and has asked for the public's help.

A telephonic search warrant on Randall's car revealed he was driving between 80-and-90 miles-per-hour in the moments leading up to the crash, the complaint said. The speed limit on that stretch of Valencia is 45 mph.

Randall said he wasn't racing, the complaint said. He told TPD that he was driving faster than the speed limit, because he was late for a pre-employment drug test for Amazon. He told TPD that he was just going with the flow of traffic, the complaint said.
