More than five inches of rainfall hit a Maryland city on Saturday night, causing several road closures and emergency evacuations.

Howard County Executive Allan Kittleman declared a state of emergency to assist those in need. Officials opened the Roger Carter Recreation Center in Ellicott City to help residents affected by flooding. More than 10,000 Howard County residents were without power overnight.

Baltimore County Police and Fire crews responded to several water rescues involving vehicles trapped on flooded roads, however no injuries were reported.

In Baltimore City, heavy flooding shut down a portion of I-83, according to WMAR television station in Baltimore. Police said several people were trapped in partially submerged vehicles in the Woodberry area.

A Flash Flood Warning was issued for Anne Arundel, Baltimore, Carroll, Frederick and Howard counties through 4:15 a.m. Sunday. Officials warned motorists to use alternate routes and to steer clear of standing water.
