Detectives determined a 2007 Dodge pick-up truck was headed westbound on Valencia in the center lane, said Dugan. Ortega was walking northbound across Valencia Road when she was struck.
Ortega was not in a marked crosswalk, said Dugan.
Detectives do not believe speed to be a factor and there were no signs of impairment.
