On June 10 officers from Operations Division West responded to a residence in the 500 block of East Speedway to check on 30-year-old, Rafiq Oulebsir, who was yelling in the front yard. The caller said he heard a loud crash and found Oulesbir in the front yard.

When the officers arrived, they noticed Oulesbir had injuries on one of his legs. He was unable to tell officers what happened but witnesses and debris in the roadway confirmed he was struck by a vehicle. The vehicle did not stay at the scene.

The victim passed away at the hospital from internal injuries on June 18.
