TUCSON, Ariz. — A Tucson City Council member announced Tuesday she will not seek another term in office.

Shirley Scott represents Ward 4. She's been serving Tucson for 23 years.

KGUN 9 is the first to learn that outgoing Tucson Unified School District Board President Michael Hicks will run to replace Scott.

Hicks said he will file the necessary paperwork at the start of next year.

"It's sad to see her go, but I understand family comes first. She's wanting to spend more time with her grandchildren and her daughter. So I value everything she's done, and I applaud the number of years she sat in representing the city and Ward 4," said Hicks.

Hicks said he believes he can bring changes that Tucson needs.

"I believe I have the fortitude and the will to make changes that would be beneficial to citizens of the city," Hicks said.
