Representative Martha McSally is introducing a bill to end the diversity immigrant visa program.
McSally says she wants to do away with the program that "blindly picks people randomly," and replace it with more work visas for immigrants.
McSally cited a recent terror attack which left eight people dead in New York City.
The attacker, 29-year-old Sayfullo Saipov came to the U.S. as part of the diversity lottery program.
