A Chandler man was arrested in Glendale after police found him using hidden cameras in a public restroom to record men urinating.
Glendale police report that on May 14 an off-duty officer was working security at a swap meet at the Glendale 9 Drive-in. He was made aware that a man, later identified as 38-year-old Santos Chay Felipe, returned to the swap meet. He was recognized by workers after a witness, back in September, saw him enter the men's restroom with a small "Altoids type' can and leave without it only to return later and pick it up. The witness reportedly saw him open the can, which they say contained a small camera.
Police say they made contact with Felipe regarding the incident and Felipe reportedly handed his phone over to the officer saying, "You can check."
The officer reported seeing, “numerous photographs of penises and rectums." As the officer walked Felipe to his car, to get his identification, the officer noticed Felipe manipulating something in his pocket, Felipe pulled out an "Orbitz gum box." Police say Felipe hollowed out the "O" in the Orbitz logo to provide an opening for the camera.
Police say they found another hidden camera device in his vehicle. Between the two devices, police say, they saw 29 different victims being recorded.
Police served another search warrant at Felipe’s home in Chandler, near Arizona Avenue and Ray Road. There they allegedly found eight jump drives and fourteen more digital recording devices hidden in various devices such as hollowed out deodorant sticks.
Felipe allegedly admitted to police that he had this fetish since he was very young and has been recording men urinating for two years and has recordings of about six hundred different victims.
He has been charged with voyeurism.
