Former Cochise County jail chaplain faces 28 new charges

The former jail chaplain for Cochise County, 63-year-old Doug Packer, is facing 28 new sex crime charges as of Thursday, Jan. 24.

The Cochise Grand Jury's 28 charges for Packer are as follows:

2014-2015
Sexual Assault x 1
Sexual Conduct x 6
Indecent Exposure x 5

2017
Indecent Exposure x 1
Sexual Conduct x 1

2018
Sexual Abuse x 4
Sexual Conduct x 3
Aggravated Assault x 2
Kidnapping x 2
Indecent Exposure x 1
Sexual Assault x 2

According to the Cochise County Sheriff's Office, Packer was originally arrested on less charges.

At the time of his arrest, he was booked for sex crime charges after an inmate at the county jail in Bisbee reported an "inappropriate incident" with the chaplain.

The sheriff's website says Packer held a full-time position to provide "for the religious needs of the inmates."

At this time, the investigation is being continued by the Cochise County Sheriff's Office.
