He is 5'8" and weighs 195 pounds with brown hair and green eyes.
Sgt. Kimberly Bay of TPD says that Gabbard has gone missing before. He is known to wander far, last time Gabbard was located near the Red Rock, Ariz. area. He was located by the Arizona Department of Public Safety and taken to a Tucson hospital for evaluation. In that instance, Gabbard did not have identification on him and did not provide his name.
Police also say Gabbard functions at a much younger mental capacity and has difficulty communicating verbally. He has multiple medical conditions and takes medication. It is unclear if he has medication with him.
He knows how to ride the bus and has a bus pass. Gabbard is known to frequent local parks and the downtown area. Police say he is known to rub his hands together as he walks.
