In September, the Arizona Department of Health Services sent a letter to Southwest Key leaders say its license may be revoked.
Tuesday, officials from both groups will have a meeting in Phoenix to discuss the matter.
Supporters of an organization called the Uncage & Reunite Families Coalition say they plan to picket outside the meeting, to call on state authorities to end a pattern of child abuse they say happens in Southwest Key facilities.
In the past, Southwest Key officials have said they take every incident seriously and there is a never-ending process to improve care and standards.
