According to the Nogales International, complaints have poured into the City of Nogales about an ongoing urban mural project, beliefs about what constitutes art, free speech and property rights are crossing paths with concerns about offensive messages in public, the rights of neighbors, and even the definition of littering.
The Nogales International says a local woman has been collecting signatures of people, like herself, who opposed to the mural. She has gathered some 120 signatures and then dropped off the petition with Assistant City Manager John Kissinger.
Although the mural is on private property, city leaders found what they consider a violation of the city charter. Last week a city employee dropped off a letter to the homeowner listing the violation. However, the letter did not specifically mention graffiti or painting, and instead referred to the city’s littering code.
