Horne faces campaign finance allegations

PHOENIX (AP) - Maricopa County Attorney Bill Montgomery is accusing Arizona Attorney General Tom Horne of campaign finance violations.
Montgomery alleges Horne illegally coordinated his 2010 election campaign with a separate group supposedly operating independently.
Horne and a political ally deny doing that but Montgomery says it's a violation of state law and that he'll demand that hundreds of thousands of dollars of contributions that exceed state limits be returned.
Montgomery says a large civil fine also could be imposed and that the individuals involved could be held liable.
Montgomery had said initially that individuals couldn't be held liable and that a fine couldn't be imposed if the contributions are returned to contributors.
His office later issued a clarification.
