Prop 409 asks voters to trust city with $100 million bond
Bond funds to come out of property owners' pockets

TUCSON (KGUN9-TV) - Can Tucson voters trust the city to manage another $100 million bond to fix crippling roads? Voters will get their say on election day this November. But long before voters head to the polls, the city is hosting public meetings to explain the nitty gritty details behind the bond.
9OYS reporter Marcelino Benito asked voters if they trust the city. Richard Couture replied, "No, just a flat out no."
And that's why councilman Steve Kozachik didn't even want this on the ballot. He says this vote won't be about the roads. It'll come down to trust. And the city has a lot to prove.
"Let's just say here's where are the bodies are buried, lay it out for everybody to see," said Kozachik. "Until we have done that it's premature to ask the taxpayers for another million dollar check."
At Monday night's first public meeting, the city made its case. Benito asked Assistant City Manager Andrew Quigley what is your message to the public? He replied, "The city believes we can manage this program well."
Taxpayers in attendance Monday night disagree. They just don't buy what the city is selling. They point to corruption in Tucson's transportation department and millions of dollars that just vanished. It's why the skeptics say they will vote no.
"I think in this economy, it won't pass," said Couture.
At the end of the day, the decision will be voters. Will voters put their trust in crumbling roads?
"They're not all in bad shape," Couture said. "I go the routes that aren't too bumpy."
Or will voters once again trust the city that promises to fix them?
"That is something everyone will have to answer individually," said Kozachik.
