penny. How do criminals get away with turning the stolen metal into cash? It turns out there's a state law that could deter thieves and help law enforcement. But does it work?
In an undercover investigation, 9 On Your Side puts to the test that Arizona state law, which requires scrap yards to follow specific and extensive steps when buying copper and scrap metal from people. Did the Tucson recycler KGUN9 sold copper to follow the law?
