Brewer now the one using Ariz. bills for leverage

PHOENIX (AP) - Gov. Jan Brewer objected in 2009 when legislators trying to get leverage in budget talks didn't send her bills immediately. Now it's Brewer who's using bills to apply pressure tactics to end a budget impasse.
Brewer declared a moratorium on non-budget bills reaching her desk before there's a budget agreement on Tuesday, and lawmakers immediately stopped sending them to her.
Her spokesman indicated that vetoes would result if the moratorium wasn't honored, and daily legislative logs indicate that no bills have been transmitted since Monday.
