Senate gives initial OK to Ariz. ballot measures

PHOENIX, Ariz. (AP) - The Arizona Senate has given preliminary approval to a states' rights measure and another possible referendum being considered for placement on the state's November general election.
One is a proposed state constitutional amendment to declare that the state has sovereignty over the air, water, public lands, minerals, wildlife and other natural resources within its boundaries. Exceptions would include Indian reservations.
The second possible referendum would tighten criteria that would determine whether legislators could spending in the state's rainy day fund.
The state House previously approved both measures but the Senate changed both during Monday's floor session.
That means each have to return to the House for final votes if the Senate approves them on formal votes that could take place as early as Tuesday.
