Former Douglas Sergeant indicted by Grand Jury

Attorney General Mark Brnovich has announced that a Cochise County Grand Jury has indicted former Douglas Police Sergeant Theodore Kulkens for Theft, according to a news release. 

Kulkens was a former property and evidence sergeant for the Douglas Police Department. He is accused of stealing nearly $15,000 in cash that had been lawfully placed into Douglas PD's property and evidence section. 

Kulkens was terminated by the Douglas Police Department in September 2013 for unrelated reasons. In January 2015 Douglas Police found that money that had been placed into secure property and an evidence safe was missing. 

Douglas Police Chief Kraig Fullen reached out to the Arizona Attorney General's Office for outside assistance in investigating the loss. 

Detectives from Douglas Police and Agents from the Attorney General's Special Investigations Section discovered that Kulkens allegedly stole money from at least five different cases between 2007 and 2013. 

Kulkens has been charged with a class three felony. 

Assistant Attorney General Lindsay St. John is prosecuting this matter.
