Horne: TUSD's ethnic studies program is illegal

PHOENIX (KGUN9-TV) - Former Arizona Superintendent of Public Schools Tom Horne called TUSD's ethnic studies program illegal. He made the announcement just hours before being sworn in as the state's Attorney General.
Horne announced the findings of a study by the superintendent's office. It found the Tucson Unified School District in violation of HB2281.
The house bill, which took effect December 31, 2010, prohibits publicly funded schools from including in its program any courses or classes that include any of the following: promote the overthrow of the United States Government; promote resentment toward a race or class of people; are designed primarily for a particular ethnic group; and advocate ethnic solidarity instead of the treatment of pupils as individuals.
Horne has claimed TUSD's ethnic studies program promotes ethnic chauvinism. He vowed to fight the program as Attorney General.
By finding TUSD in violation of HB2281, the state superintended can withhold 10 percent of its state budget. That could cost the district almost $15,000,000 dollars.
