DPS arrests “serial” criminal speeder

PHOENIX, AZ - On Thursday, November 19, 2009, at approximately 2:30 p.m., Arizona Department of Public Safety (DPS) Officers arrested Elvis Amir Saloum, 29, of Peoria, at a shopping center near his home.

He will be charged with 11 criminal speeding violations along with one count of reckless driving. Saloum, a real estate agent, owns 5 homes throughout the valley.

DPS investigators had been looking for him since July.

Beginning in January of this year, Saloum has been caught multiple times by Photo Enforcement cameras on State Route 51, Interstate 17, the Loop 101, and Interstate 10 driving his 98 Lexus at speeds ranging from 86 miles per hour to 104 miles per hour.

In addition, on 55 separate occasions, Saloum has been caught on photo enforcement cameras violating the posted speed limit.

Saloum was booked into the 4th Avenue Jail in downtown Phoenix on 11 counts of criminal speeding.
