PHOENIX (AP) - A group representing Arizona communities has voted to sue the Legislature and Gov. Jan Brewer over policy items that they say were wrongly wrapped into a budget-related bill.

The executive committee of the League of Arizona Cities and Towns decided Friday to take its complaint to the state Supreme Court.

At issue are provisions of a special-session bill that impose a 2-year freeze on development-impact fees and on building-code revisions, as well as a separate measure that bars cities from providing public benefits to anyone who is not a legal U.S. citizen.

Mayors on Friday said that the laws are outside the scope of the special session that was called to deal only with balancing the state budget and possibly calling for a sales-tax election.

The league will file a special action with the Supreme Court to consider the matter. The court also has complaints before it from the Arizona Bankers Association and the Central Arizona Water Conservation District challenging legislative moves.
