BULLHEAD CITY, Ariz. (AP) - A former spokesman for Bullhead City is returning to manage the city government.
The City Council voted Tuesday to direct city staff to negotiate a contract with Toby Cotter to fill the Bullhead City manager position vacated by Tim Ernster in June.
Mayor Jack Hakim made the announcement by welcoming Cotter back to Bullhead City.
Cotter was Bullhead City's public information officer from 1998 to 2003 and assistant to the city manager from 2002 to 2003. He left Bullhead City to accept the position of village administrator of Richfield, Wis.
Cotter was appointed over two other finalists.
